C. subj \"AID Opinion Con­\ncerning •Flying Discsu.\n(2) Absence of trail, except in a few instances when the\nobject apparently was operating under hi gh perfor­\nmance conditions.\n(3) Circular or elliptical in shape, flat on bottom and\ndomed on top.\n(4) Several reports of well kept formation flights varying\nfrom three to nine objects.\n(5) Normally no associated sound, except in three instances\na substantial rumbling roar was noted.\n(6) Level flight speeds norma~ above 300 knots are esti­\nmat ed.\n,\nf.\nIt i s possi ble within the pr esent u. s. knowledge -\npro­\nvided extensive detailed development is undertaken -\nto construct a\npiloted aircraft which has the general description of the object in sub­\nparagraph (e) above which would be capable of an approximate range of\n7000 miles at subsonic speeds.\ng.\nAny developments in this country along the lines indicated\nwould be extremely expensi ve, t ime consuming and at the considerable ex­\npense of current projects and t herefore, if directed, should be set up in­\ndependently of existing projects.\nh.\nDue consideration must be given the follovring:­\n(1) The possibility that these objects are Qf domestic\norigin - the product of some high seclll1.ty project\nnot known t o AC/AS-2 or this Cormnand.\n(2) The Jack of physical evidence in the shape of crash\nrecovered exhibits which 'WOUld undeniably prove the\nexistence of these objects.\n(3) The possibility that some foreign nation has a form\nof propulsion possibly nuclear, which is outside of\nour domestic knowledge.\n3.\nIt is recomnended that~­\na.\nHeadquarters, Arn\\r Air Forces issue a directive assigning\na priority, security classification and Code Name for a detailed stucy- of\nthiS matter to incl ude the preparation of complete sets of all available\nand pertinent data \"flhich will then be nade available to the ArrfU~ Naq,\nAtomic Energy Commission, JRDB, the Air Force Scientific Advisory Group,\nNACA, and the RAND and NEPA projects for comments and r ecoDDJ1eniations,\n-,dth a preliminary report to be forwarded within 15 days of receipt of\nthe data and a detailed report thereafter evecy- 30 days as the 1nvesti­\nSE.CRQ\n-2-\nU-39552"
