June 16,1966.\nGemini IX ' s performance on the 0SSA experiments was impressive .\nThe guiding\nperformed for S011 and S001 was the best that has yet been done on a manned\nspacecraft .\nIn all 40 usu.able pictures of the airglow were made with the\n2-filter (split field) arrangement attached to the wide angle Maurer lens\n(NRL' s experiment) .\n8ee1: was done inside the capsule since it was not possible to attempt it\nduring the EVA .\nTHey got pictures of the zodiacal light and the Milky Way\nand the guiding was good even for the 30 sec sweeps .\nOn Tri-X these are the\nbest pictures yet of the zodiacal light surpassing the results achieved on\nGemini V.\nS011; About 40 usable pictures of the airglow were obtained.\nTHese contain some\nof the same star fields pictured in S00l.\nGuiding was very good even though\nCernan had to do the experiment from a very awkward position.\nS012:\nHemenway showed several pictures which were enlargements (up to 35,000\nexposed\ntimes) .\nOnly a small portion aJf the/ surface has been a.na.lyzed, but on this portio\nportion 9 impacts are recorded.\nHemenway is investigating possible \"contamination\nbetween experiments before sending the individual sections to guest investigators .\nOn the biological experiments where the results come ou:b faster (a) 3 swabs\ntaken inside the s/c re-flight were dirty; post-flight these same areas\nwere sterile .    "text": "2 .\nsurvived the spaceflight; two other speciment.\nThe 30-day report on this\nexperiment will contain more results, but the full micrometoerite analysis\nwill take some time.\nS-5 and S-6: These experiments were not officially carried, but nonetheless it\nwas done as \"operational procedure.\" In all some 300 color pictures were taken\nwith the Hasselblad and Maurer cameras both of which were carried (for the first\ntime.\nThe Maurer is eventually planned to replace the Hasselblad, but this has\nbeen slow in evolution.) A strip was taken over Peru where the weather happened to\nexcellent. Features show up in these pictures which do not appear on any existing\nmap; for example, a glacial lake in the Ange~ which do not appear on any existing\nmaps.\nThe Peruvian Embassy has been informed of this lake which may portend\nan avalanche hazard for villagesilocated below,\nThe Peruvians have sent a\nmilitary p-l,ane into the area to investigate .\nTHis indicates the possible current\nuse of such pictorial information .\nTHe AMU exercise was unsuccessful. Newell\nAssociate Administrator\nSpace Science and Applications\nNational Aeronautics and Space Ad.ministration\nWashington, D. c.\n20546\nDear Homer :\nFirst, in behalf of the NRL- GSFC collaborators in Gemini Experiment S- 9,\nI want to express deep gratification at t he strong int erest in and concern for\nthe success of our experiment shown by you and by Dr. George Mueller.\nThe\nsubstantial help that both of you and your associates in NASA have given us\nis much appreciated.\nThe proposal to include two high- altitude orbits in the flight plan for\nGemini mission XI has been carefully examined by physicists at MSC\nHouston,\nas well as by our joint NRL-Goddard group .\nAt a meeting in my office yester­\nday with officials from NASA Headquarters and from MSC, Houston, we agreed\nthat the S- 9 experiment would not be hurt if the flight plan included t wo\nelliptic orbits bavine an altitude of 750 nautical miles at apogee (approxi­\nmately over Australia) during the 26th and 27th orbits .\nOur emulsion stack\napparatus would be retrieved from the retroadapter section during the first\nEVA, and stored inside the Gemini capsule in a manner suggested by Messrs .\nJoseph Lill and Peter Higgins of MSC, with an orientation that would minimize\nthe effect s of background radiation incident on the window face of the package .\nIn short, we believe that the proposed high-altitude orbits are compatible\nwith the S- 9 experiment.\nMay I digress t o say that we in the NRL group are looking forward to\nfavorable consideration by the Manned Space Flight Experiments Board of our\nrecent Apollo proposals for cosmic- ray studies outside the magnetosphere, and\nfor observations of cosmic y- rays in earth- orbiting Apollo vehicles .\nWith warm regards,\nSincerely,\nJ.><urice 1:!3hief Scientist\nLaboratory for Cosmic Ray Physics\nPrincipal Investigator, s-9)\nP . It will be designated as the Underwater Sound\nReference Division (USRD). As a division of NRL,\nUSRD, in its program of standards and instrumen­\ntation development for imderwater sound measure­\nment, will be re-enforced by the spec i a 1 i zed\ncapabilities of related elements of the NRL research\nstaff. The f i n an c i a 1, management, and support\nservices requirements will be backed up by the\nservice organizations of NRL.\nThe new division will continue under the imme­\ndiate supervision of the Chief Scientist, Mr. O. M.\nOws ley. Mr. Owsley will report directly to Capt\nT. B. Owen, Director of NRL, for the management\nof the operations and the effective prosecution of\nthe program. He will be guided as appropriate and\nin their respective areas, by NRL's Director of\nResearch, Director of Support S e r vi c e s, and\nComptroller.\ncontinued - page 2\nNRL Signs Labor Contract\nfor Guard Unit\nThe U.S. Naval Research Laboratory and Colum­\nbia Lodge No. 174 of the International Association\nof Machinists and Aerospace Workers have nego­\ntiated a comprehensive agreement covering all non­\nsupervisory security guards in the Laboratory's\nSecurity and Administrative Services Division.\nFollowing a grant of exclusive recognition to the\nUnion on January 19, 1966, negotiations began on\nMarch 31, 1966, and were concluded on May 26.\nThe Laboratory's negotiating team was beaded by\nCapt J. C. Matheson, Director of Support Services,\nand included LCdr J . H. DalPian, Se c u r i t y and\nAdministrative Ser vices Officer, and Mr. T. F.\nGarnett, Jr., of the Personnel Division. The chief\nnegotiator for the Union was Mr. R. W. Fauntleroy,\nBusiness Representative of Columbia Lodge No.\n174. Mr. Fauntleroy was assisted by Mr. R. E.\nBunner and Mr. H. B. Brooks, both members of the\nLaboratory's guard force.\nThe completed agreement was signed at 3:00\np.m. on Wednesday, June 1, in the Office of the\nDirector of Support Services. The effective date\nof the agreement is June 2, 1966. It is anticipated\nthat the agreement will remain in effect for one\nyear with the possibility of its subsequent extension\ncontinued - page 2\nChair of Cosmic Ray Physics Established\nEffective May 11 the Laboratory established a\nChair of Cosmic Ray Physics for Dr. Maurice M.\nShapiro, who recently r esigned from the Superin­\ntendency of the Nucleonics Division after 12 years\nin the latter position. The post of Chair of Science\nwas c r eat e d by the Laboratory to confer special\nrecognition on the incumbent as a distinguished\nscientist of exceptional accomplishment.\nThe staf.f of the former Cosmic Ray Branch,\nwhich Dr. Shapiro organized and led since 1949,\nwill constitute the L ab oratory for Cosmic Ray\nPhysics, with Dr. Shapiro as Chief Scientist.\nThe Laboratory for Cosmic Ray Physics is en­\ngaged in studies of the primary cosmic radiation­\nits composition, energy spectra, and other proper­\nties. This group of physicists composing the Lab­\noratory has become especially well-known for its\nsignificant contributions to our knowledge of the\nhelium component and the heavier primary nuclei\nof the cosmic radiation, as well as for its earlier\nwork on elementary particles. Dr. Shapiro is also\nPrincipal Investigator for the Gemini Cosmic Ray\nExperiment S-9, a collaborative enterprise of the\nLaboratory and the Goddard Space Flight Center.\nThe emulsion stack designed for this experiment\nwas lost on the ill-fated Gemini VIIl but, the ex­\nperiment is re-scheduled to be flown on Gemini\nFlight XI.\nSavings Bond Campaign Extended\nThe Federal Savings Bonds Chairman, Postmas­\nter General Lawrence F.    "text": "2\nNRL LABSTRACTS\nUSRL -\ncontinued\nAs a part of NRL, the new division's work will\nremain essentially unchanged. Its mission, now\nincorporated into the mission of NRL, is to conduct\nresearch and development furthering the science of\nunderwater sound measurement, to provide to other\nnaval activities the resulting scientific knowledge,\nnew or improved t e c h n i q u e s , and standardized\ninstrumentation, and to provide facilities and ser­\nvices for the accurate calibration of standard in­\nstrumentation and the wibiased determination of\nperformance characteristics of development, pro­\ntotype, or operational underwater sound devices\nused by the Naval Establishment.\nSeveral of NRL's key personnel, including Capt\nT. B. Owen, the Director, and Dr. C. E. Cleeton,\nthe Associate Director of Research for Electronics,\nhave visited tbe facility to arrange for the transition.\nThe 10. 5 acres of LabOratory ground occupied\nby USRD are located alongside Lake Gem Mary,\none mile south of the city limits of Orlando. It has\na personnel complement of 98 people: 97 civilian\nand 1 military.\nThe Laboratory extends a hearty \"Welcome\nAbOard\" to its new staff members and looks forward\nto publication of articles about the new division.\nCONTRACT SIGNED -\ncontinued\nfor one additional year. Significant provisions con­\ncerning promotion, s c he du ling of annual leave,\nhours of work, and a grievance procedure with pro­\nvisions for advisory arbitration, are among the\nseventeen articles included in the agreement.\nThis is the second agreement covering Labora­\ntory employees negotiated within the framework of\nthe F e d e r al Employee-Management Cooperation\nProgram as set forth in Executive Order 10988.\nThe first agreement, covering all wigraded non­\nsupervisory employees at the Washington complex\nof NRL, became effective on December 21, 1964.\nRe-negotiation of the latter agreement is expected\nto begin in the early fall of this year.\nSAVINGS BOND CAMPAIGN -\ncontinued\nJune. He said that the additional month is needed\nto assure that every civilian and military employee\nof the Federal Government throughout the world is\ngiven an opportunity to sign up for regular pur­\nchases of Savings Bonds through the Payroll Savings\nPlan.\nThe Postmaster General expressed confidence\nthat the campaign goal of 75 percent participation\nby Federal employees will be achieved.\nSo far in NRL' s Savi.ngs Bond Campaign 94 people\nhave i n c r ea s e d their Bond allotments, and 157\npeople have signed up for Bond deductions, making\na total of 1,628 Bond savers. The Laboratory's\npercentage of participation is now over 50.\nThis extra month affords you the ex c e 11 en t\nopportunity of signing up for Bonds. Why not jump\non the \"Bond Wagon\" today?\nElected Fellow of the\nAmerican Academy of Arts and Sciences\nDr. Richard Tousey, Head of the Rocket Spec­\ntroscopy Br an c h, Atmosphere and Astrophysics\nDivision, was elected a Fellow of the American\nAcademy of Arts and Sciences at the Academy's\n186th Annual Meeting held May 11 in Boston, Mass.\nThe American Academy of Arts and Sciences,\nwas founded in Boston in 1780 by John Adams and\nother revolutionary leaders of the Massachusetts\nBay Colony. Among the prominent members of the\npast have been George Washington, Oliver Wendell\nHolmes, Horace Mann, Sir Winston Churchill, and\nJohn F. Kennedy.\nDr. Tousey, who is a member of over a dozen\nmajor scientific and professional societies, is now\na Fellow in four of them. Previously he had been\nelected Fellow by the American Physical Society,\nthe Optical Society of America, and the American\nGeophysical Union.
