Most of these items were later identified by photographs or\nNORAD records as material from launch vehicles or spacecraft or were such\nitems as water droplets. No unidentified materials were seen on missions to the\nmoon. The Air Force, in the interest of national security, received and\ninvestigated all reports for many years but has discontinued this activity. NASA\nhas no program for investigating UFOs and has not withheld information on\nsightings.\nIn 1976, James Oberg thoroughly researched the UFO/astronaut allegations and\npublished an article about it in SEARCH magazine. We are enclosing that\narticle for (b) (6)\n)nformation. In addition, enclosed is a NASA Fact Sheet\nwhich summarizes the current status of NASA's involvement in UFO\ninvestigations.\nWe trust this information will aid you in responding to(b) 6)\ninquiry.\nSincerely,\nEdward Heffernan\nAssociate Administrator\nfor Legislative Affairs\nEnclosures"

True, scie11tists prefer to list tlie\npuzzles solved and u11knoums discovered, but as men venture beyond the\nearth it is inevitable that new mysteries will be encountered.\nSomewhere out there, many obsen:ers believe, are intelligent species with\ntechnological civilizations · far more advanced tha,z that of Earth. Perhaps\nthey are sending us radio signals we have not recognized. Perhaps they have\nleft artifacts ofpast visits for us to find. Perhaps they are even_ now keeping\nthe earth under surveillance.\nIf they are out there, someday we will meet them. As illustrated in science\nfiction, this meeting will probably occur in space.\nHave such meetings already occurred? Have astronauts and cosmonauts\nalready seen alien spacecraft? The UFO lite!ature is full of tales of \"space\nUFOs\". Are any ofthem valid? What can a careful study reveal?\nH\nardly a UFO book or movie is\ncomplete without the standard\nassertion that \"astronauts have seen\nUFOs too\". While critics may attack\nthe character or intelligence of many\nUFO witnesses, they cannot use these\ntactics on American and Russian space\npilots. Where UFO photographs can be\naccused of distortion and forgery,\nphotographs taken by astronauts and\nprocessed by NASA must be of the\nhighest trustworthiness. Hence, most\nUFO scholars consider the family of\nastronaut UFO sightings to be one of\nthe strongest bodi~s of evidence in the\npast thirty years.\nThe best of these cases include\nastronaut James McOivitt's sighting of\no( an \"unidentified spacecraft\" near\nhis Gemini-4 space capsule in 1965, a\ncurious photo of a pair of UFOs with\nglowing propulsion fields taken by the\nGemini-7 astronauts. reports of nearby\nobjects\nfrom\nX-15\nand\nMercury\nspacecraft. tales of how ~he 1968-1969\nApollo moon shots were followed by\nU.FOs on their way to the moon, and\nreports and pbutographs of objects\nseen by crewmen on the Skylab space\nstation. Last year, the National Inves\ntigations\nCommittee\non\nAerial\nPhenomena\n(NICAP)\nselected the\n\"McDivitt UFO\" photo as one of the\nfour best photographs ever taken.\nThe \"astronaut UFO\" sightings\nmust\nappeal\nto\nmany\nseriou:i\nresearchers for a number of reasons.\nThe witnesses and the photographs are\nunimpeachable as\nto honesty and\nauthenticity. The conditions of the\nspace missions can be calculated and\nrecorded, and every object near the\nspacecraft can be determined by con\nsulting the giant space radars of the\nNorth\nAmerican\nAir\nDefense\nCommand (NORAD), headquartered\ninside Cheyenne Mountain in Colorado.\nExtensive\ncrew\ndebriefings\nand\non-board tape recorder transcripts may\nbe available to obtain direct eye\nwitness testimony.\nWith all these facts and assumptions\nin mind, and mindful of the numerous\n'unsolved' cases which might tell much\nabout the lJFO phenomenon, I began\na special research program into this\nparticular body of evidence. As an\naerospace writer. historian, and re\nsearcher, I felt that my experience\nwith\nastronautics,\ncomputers,\nAir\nForce operations, and space miss:ons\nmight give me new insights into this\nmost puzzling series of cases. I was not\ndisappointed, and my results were\nstartling.\nThe basic\ntruths behind these\nsightings seems lately to have gathered\nan\naccretion\nof\nexaggeration,\nconfusion, and outright fiction. The\n1968 \"Condon Report\" on UFOs\n(conducted by the\nUniversity of\nColorado for the U.S. Air Force)\nfound itself unable to penetrate three\nspecific cases, which the analyst felt\nwere • a \"challenge\" to any serious\ninvestigator.\nStories\nlater\nbegan\ncirculating about sightings of lunar\nsurface lights and structures, and the\ndiscovery of artifacts on the moon,\nabout near approaches of structured\nobjects, and about attempts at radio\ncontact between Apollo capsules and\nUFOs. Recent books on UFOs give\nlists of astronaut sightings which are\nout of numeric sequence, misdated,\nmispeUed, and otherwise distorted.\nMy research has revealed a few\nexamples of deliberate photo forgeries\nby UFO buffs or opportunistic authors.\nMy\ninvestigations\nin\nthe\nNASA\n38"

So the time has come to\ntake\na\nne\\\\'\nlook at this whote\nphenomenon. What is the truth about\n\"astronaut lirOs\"?\nThe first step in any research might\nbe with the Condon report. t:-iought\nby many to have been commissioned\nas\na\n\"whitewash\" of\nthe\nUFO\nphenomenon.\nUFO enthusiasts are\naccustomed to hearing harsh criticism\nof almost all aspects of this study. but\nmy own objections to the \"astronaut\nUFO\" section is from a novel angle.\nMy own research suggests that the\nCondon investigator, far from being\nthe best man for the job, was clearly\nunqualified to evaluate the difficult\ncases. He was not familiar with the\nterminology of space flight or the\nbasics of orbital flight trajectories, as I\nam. As a result, he ignored possible\nexplanations\nwhile\nincorrecUy\neliminating other possible answers.\nIn other words, far from being a\ncoverup, this chapter of the Condon\nreport is superficial. It is entirely\nworthless as an endorsement of the\nunexplained and unexplainable nature\nof several astronaut sightings which I\nwill discuss. I can prove this remark\nable\nassertion to any investigator\nserious enough to consider all the\nevidence, much of which has never\nbefore been published.\nThe Condon report does give some\ndetails about the environment of\nastronaut sightings, but even here does\nnot go far enough. More stress needs\nto be put on the visual and photo\ngraphic limitations of space flight: the\nwindows are far smaller than popularly\nrealized (about half the size of this\nopen magazine at arm's length), and\nfor many years\nwere subject to\nobscuration and smudging by seepage\no( sealant and by contamination by\nrocket fuel. At various p_oints in the\nflight, the spacecraft was surrounded\nby clouds of d~bris (leaking fuel,\ndumped water, chipping paint, fraying\ninsulation, ejected equipment. and\nmore). while the inside of the weight•\nless cabin was usually plagued with\nfloating particles of dust and debris\nwhich often passed in front of camt!ras\npointing out windows. On seueral\nGemini {lights, special photographic experiments were undertaken for\nthe DoD, but these inuolued special cameras and exclusiuely ear th\nsurface targe{s. In neither case would it be possible to withhold any\nhypothetical UFO photographs from the public.\nAstronaut photographs are indexed by a code which specifies year\ntaken and frame number. S66-12387, for example, would be a NASA\nphoto (not necessarily a space photo) taken in 1966. Beginning wi th\nApollo, space photos were also indexed w ith a mission code, roll\nnumber and frame number (neither of which were repeated on later\n{lights). For example, ASJ6·108-13005 u•as taken on the Apollo-16\n{light, with the 108th roll of the Apollo project (liglit film. Mouie film\nis indexed per magazine with similar numbers.\nEuery photograph euer taken by American astronauts for N ASA is\non file w ith Bara Studios and can be obtained by anyone wifling to pay\nfor them. Writers who produce 'secret NASA UFO photographs' which\nthey claim are being hidden from the American public are doing a gross\ndisseruice to one of the most open and cooperatiue public information\noffices of any federal agency.\nan o bserver on Earth can see a number\nof orbiting objects with only half an\neffort. Out or this \"backg?ound noise\",\ncan we separate the \"signal\" which\nwill indicate the existence of UFOs?\nThese problems all are of interest to\nspace officials, and numerous studies\nhave been made. Fragments might\nimply a structural failure (a rescue ship\nwas almost sent to Skylab-3 because of\nthe crew's observation of leaking fuel\ndroplets). Debris inside t!1e cabin can\nirritate eyes and damage the electronic\ngear behind the instrument panels.\nOther satellites might be dangerous\ndue to the potential of collision or\nthey might be of intelligence interest if\nthey are frcm somt! other nation.\nTherefore,\nany\nmysterious\nspace\nsighting might as easily be vital for\n39\n♦--\nNASA to know about as it might be a\ntrue UFO: Careful investigations are\ncalled for.\nWhat are some of the most famous\ncases, and what are the facts? Actually, McOivitt_axplained later after tho flight that\nthe sun was coming across the window as the_ spacecraft rolled, the sun rays struck a metal bolt, causing the'Cilares in the camera lens''.\nNASA photo 65-H-1013.\nyears of manned spaceflight uncovered\nany\nevidence at all\nwhich even\nremotely suggests that Earth is being\nvisited and observed by advanced\nspacesliips from another world? Let's\nlook at the evidence.\nOn June 3, 1965, rookie astronauts\nJim McDivitt and Ed White blasted\nof( from Cape Kennedy (now again\nCape Canaveral), squeezed into their\nGemini-4 capsule. The two youngest•\never. American spacemen were to\nspend four days in orbit, tripling the\nprevious US record. They would be\nthe first American space crewmen to\nhave time to sightsee in space, once\nmajor experiments like a\nbooster\nrendezvous and a walk in space were\ncompleted.\nApproximately thirty hours into\nthe flight ( while White was asleep) ,\nMcDivitt reported that he had seen an\nobject in space near his space capsule.\nIt appeared to be cylindrical with ·'an\narm sticking out\", possibly on a\ncollision course.\nInterested\nN AS.-\\\nofficials in Houston asked NORAD\nwhich other space satellites were near\nCemini--1 at the time of the sighting,\nand NORAD came up with a list of\nabout a dozen objects. All of them\nwere pieces of tiny debris or small\nscicntit\"ic satellites except one: the\ngiant,\n\" winged\"\nmeteor\nsatC'llitc,\nPegasus-2. It seemed to iit the descrip\ntion radioed down by McDivitt, so\nNASA announced that the object had\nbeen identified.\nBut Pegasus had been more than a\nthousand miles away, and McDivitt\nclearly saw an object much closer,\nmuch more detailed, and in an orbit\nvery close to his own (\"Collision\ncourse\" to a pilot means that the\nrelative angle of sight is unchanging,\nwhich would not be the case for any\nsatellite crossing McDivitt's orbit). The\nobject became a UFO when nobody\ncould identify it. It has remained a\nUFO up until today, but not any\nlonger.\nMcDivitt's hasty attempt to take a\nphotograph of the object thrqugh his\nsmeared window was apparently fruit•\nless,\nsince\nthe\nobject's\nmotion\ncombined with the slow stabilization\nspin of the spaceship carried it into the\nglare of the sun after about 30 seconds.\nThe astronaut later recounted how he\nwent through all the films of the flight\n(every roll of film is accounted for on\na flight manifest, so they do not\ndisappear) and found many over\nexposed or blank. This mission had\nbeen the first night in which space\nphotography was a major experiment,\nand the glaring sunlight of space had\ninvalidated many pre-flight exposure\nsettings. :\\lcDivitt did not find any\n• thing which looked like \"\"his UFO\".\nWhat was it he ,aw? Why has it\nbecome such a prominl•nt UFO case?\nAnd if the pictures did not turn out,\nwhere did NICAP get its \"top four\"\nphotograph (which shows, not a\nwinged cylinder, but a smeared blob)?\nWe can answer these questions at last.\nThe first hint as to the true identity\nof this space UFO can be found in\nMcDivitt's own words, given at a press\nconference a week after the flight\nwhen his memory was fresh: \"It\nlooked a lot like an upper staie of a\nbooster\". Gemini does have a booster\njust like it, and McDivitt had been\ncarrying out maneuvers near it early in\nthe flight. Why didn't the -list from\nNORAD include the Gemini-4 booster\nrocket?\nNORAD had been tracking the\nobjects, but NASA had not asked\nabout Gemini-4 and its own associated\ndebris- it had asked about Gemini--!\nand\nany\nother\nearlier\nsatellites.\nAnyone familiar with computerized\ninformation systems (one of my\nprofessional specialities)\ncan guess\nwhat happened: the computer was\ngiven a \"query\" which told it to\ncompare Gemini--t\nwith the other\nsatellites. The computer never knew\nwhere the Gemini booster was relati\\•e\nto the spacecraft, since it had not been\nasked.\n:\\lcDivitt had been visually\ntracking the thirty foot long cylind1r\nat a range of only 75 miles a few hours\nearlier, but this large satellite never\nmade\nthe \"NORAD list\" because\n40"

We are standing\nby.\nCAPCOM: (Apollo) 12, (this is)\nHouston.\nApollo: Go ahead.\nCAPCOM: As best we can tell,\nlooking at things down here, on those\nSLA panels, we assume they weren't\nimparted with any great amount of\ndelta-V\n(velocity\nchange)-like\nanything more than one or so feet per\nsecond\nwhen\nthey\nseparated\n(thirty-three hours ago). Your SLA\npanels would probably be only about\n300 (nautical) miles (345 statute\nmiles) away fro m you right now.\n**** The\nfollowing\nreply\nby\nConrad has been claimed by UFO\nbelievers to indicate that the lights\n(the so-called \"SLA panels\") have\nsuddenly\npulled\naway\nfrom\nthe\nApollo, something that a tumbling\npiece of debris could not do. To\nclarify the meaning, punctuation and a\nfew extra parenthetical words have\nbeen added by the UFOiogists:\nApollo: That could be true, but gee\nwhiz, when I (just) turned around I\nsaw one of those \"SLA panels\" leaving\nthe area at a high rate of speed, and it\nloo ked to me like it was leaving us\npretty (fast)-at a pretty rapid clip,\nlike it got a lot more than a foot per\nsecond or so.\nCAPCOM: Well, since we don't\nreally have any idea how they left, or\nwhat their trajectory could be, it's\nkind of tough really to say just what\nthe heck that could be.\nApollo: Okay. We'll assume it's\nfriendly anyway, OK?\nThe UFO reasoning, as worded by\nAPRO member Srad Sparks. goes as\nfollows:\n''After\nthe\nSLA\npanels\nseparated and the S-IVB's tanks were\nemptied (on No\\·. U) they could not\nchange their ·,t>locity simply because\nthey had no form of propulsion to do\nso. But Conrad saw one of the \"SLA\npanels\" (on Nov. 15th ) suddenly leave\nits position at a \"high rate of sµccd ...\nan i:11;,ossib1lity, unless it really was a\nm.lal!uvcrable spacecraft of some ::-ort.\nnut\nwhere\ndocs\none\nfind\na\nmaneuverable\nspacecrait\nnearly\n150,000 miles from the earth? The\n:inswer: (excepting ,\\ pollo 12 itself) in\nNovember of 19C9 th~re weren't any.\nThe conclusion is inescapable: One\n(possibly\ntwo)\nmaneuverable\nspacecraft not of man-made origin\nwere following our Apollo 12 on\nNovember 14 and 15, 1969.\"\nTo anyone familiar with the flight\nplan of an Apollo moon flight,\nConrad's words imply nothing of the\nsort. Two facts must be brought to\nmind. First, Apollo and the Capcom\nwere discussing the present position of\nthe SLA panels based upon their initial\nseparation velocities from the spent\nS-IVB rocket stage. Second,. the SLA\npanels break free after the Apollo pulls\noff from the booster; the astronauts\nthen perform a maneuver called the\n\"turnaround\" the Command Module\nreturns to the booster to dock with\nthe\nnow-exposed\nLunar\nModule,\nbefore pulling the LM free from its\n\"garage\".\nStriking the UFOlogist's punctua\ntion and clarifying words from the\ncommunication, and putting it in\nproper perspective, what Conrad was\nsaying was:\nApollo: That could be true (that\nthe SLA panels were flying off at one\nor so feet per second), but gee whiz,\nwhen I turned around (right after they\nflew free, thirty-three hours ago) I saw\none of those SLA panels leaving the\narea (of the LM \"garage\") at a high\nrate of speed, and it looked to me that\nit was leaving us pretty...at a pretty\nrapid clip, like it got a lot more than a\nfoot per second or so.\nThe UFO believers' reasoning-and\nthe entire basis for Harder's and for\nthe Saga article's Apollo-12\nUFO\nsighting-is phony. The most generous\ndescription of it would be a mistake, a\nmisreading of the transcript's meaning\nin an attempt to \"prove\" a UFO\nincident that never really happened\noutside of the fertile imaginations of\ncertain\nUFO\nbelievers.\nConrad's\nstatement, Gordon's statement. Bean ·s\nstatement. and the NASA letter must\nstand validated on this case: Apollo-12\nwas not followed by a t;FO on its\nto the moon.\nBut how about on the way back?\n\"A light of indistinct shape\" was\nspotted\njust\nprior\nto\nre-en try,\n52"

At the time, they were broadcasting a nighttime view of Earth.\nAs I watched, I was surprised to see a light rising vertically from the\nbottom of the screen where Earth was displayed. As it continued to rise\nvertically (relative to the TV screen), the shuttle camera clearly began\nto track the l i ght and kept the picture centered on it .\n\"After it rose well above the horizon of Earth, the light made\nan apparent 90 -degree turn to the r ight (again relative to the screen)\nand continued off in that direction . The shuttle camera continued to\ntrack the object a nd began to zoom i n for a closer l ook. At that point\nNASA cut off the feed from the external camera and displayed the Houston\nspace center instead. Unfortunately, I wasn't prepared to record this on\nmy VCR. The entire episode lasted l ess than a minute, so I was unable to\nget the VCR ready i n time.\"\nI am also interested in any information that can be relayed\nabout the Groom Lake Area , also know as Area 51, or Dreamland, and an\narea known as Area S-4.\nThe media has stated t hat these areas in the\nNevada desert are testing grounds for US \"Black Projects\".\nI believe\nthat vehicles such as the SR-71 Blackbird, and the F-117 Stealth Fighter\nwhere tested here.\nThe gove rnment to date denies the existence of such places, even\nthough I have in my possession of several videotapes, pictures, and even\na Russian satellite image showing the area.\nDoes such a place exist?\nOr at least , are you, the Air Force, or NASA, whoever happens to be in\ncontrol of the site willing to tell us that is does exist. It is my\nunderstanding that the Nellis Air Force Base surrounds Area 51, so I\nimagine that t he Air force is the one who has jurisdiction over the\nArea.\nMany people including Bob Lazar, Bill Uhouse, and the father of\na guy I work wi t h all claim to have worked in this secret area, and have\nseen and worked on craft of an alien origin .\nBill Ohouse claims that both President Nixon, and Bush visited\nthe Area 51 facility to examine the progress of recreating alien\ntechnology.\nHe also claims that the project was going on with the aid\nof an alien \"gray\" known as Jarod (JAY-rod).\nIf there is any t ruth to thei r claims and the claims of many\nothers, I woul d wonder why such a spectacular secret would be kept from\nus, and why the aliens would not have made themselves known to t he\ngeneral populace of Eart h .\nPlease do not just send me another list of Project Blue Book\ndocuments, and I have already seen the censored files released by the\nCIA.\nThese documents have been censored so all that they do is bring\nmore suspicion toward the government, and they just make me think even\nmore that someone is hiding something.\nThe thing I can \"t figure out is\nwhy."

On May 15, 1963 he shot into space in a Mercury capsule for\na 22 orbit journey around the world. During the fina l orbit, Major\nGordon Cooper told the tracking station at Much (near Perth Australia)\nthat he could see a glowing, greenish object ahead of him quickly\napproaching his capsule. The UFO was real and solid, because i t was\npicked up by Muchea's tracking radar .\nCooper's sighting was reported by the National Broadcast Company, which\nwas covering the flight step by step; but when Cooper landed, reporters\nwere told that they would not be allowed to question him about the UFO\nsighting.\nMajor Cooper was a firm believer in UFOs. Ten years earlier, in 1951 he\nhad sighted a UFO while piloting an F-86 Sabrejet over Western Germany.\nThey were metallic, saucer-shaped discs at considerable altitude and\ncould out-maneuver all American fighter planes.\nMajor Cooper also testified before the United Nations:\n\"I believe that these extra-terrestrial vehicles and their crews are\nvisiting this planet from other planets ... Most astronauts were\nreluctant to discuss UFOs.\"\n\"I did have occasion in 1951 to have two days of observation of many\nflights of them, of different sizes, flying in fighter formation,\ngenerally from east to west over Europe . \"\nAnd according to a taped interview by J. L. Ferrando, Major Cooper said:\n\"For many years I have lived with a secret, in a secrecy imposed on all\nspecialists in astronautics. I can now reveal that every day, in the\nUSA, our radar instruments capture objects of form and composition\nunknown to us. And there are thousands of witness reports and a quantity\nof documents to prove this, but nobody wants to make them public.\nWhy? Because authority is afraid that people may think of God knows what\nkind of horrible invaders. So the password still is: We have t •o avoid\npanic by all means.\"\n\"I was furthermore a witness to an extraordinary phenomenon, here on\nthis planet Earth. It happened a few months ago in Florida . There I saw\nwith my own eyes a defined area of ground being consumed by flames, with\nfour indentions left by a flying object which had descended in the\nmiddle of a field. Beings had left the craft (there were other traces to\nprove this). They seemed to have studied topography, they had collected\nsoil samples and, eventually, they returned to where they had come from,\ndisappearing at enormous speed .. . I happen to know that authority did\njust about everything to keep this incident from the press and TV, in\nfear of a panicky reaction from the public.\""

Those pictures have\nnever been released .\nJames Lovell and Frank Borman\nIn December 1965, Gemini astronauts James Lovell and Frank Borman also\nsaw a UFO during their second orbit of their record-breaking 14 day\nflight. Borman reported that he saw an unidentified spacecraft .some\ndistance from their capsule. This was during his Apollo 8\nflight on Christmas day in 1968 - some people believe there's a deeper\nmeaning to these words, although the sceptics believe that this was\nlittle more than American humour. However, Walter Schitta, who was\naboard Mercury 8, reputedly used Santa Clause as a code-name for a UFO\npresence, adding some weight to the argument that Lovell was\nexperiencing another sighting.\nNeil Armstrong & Edwin \"Buzz\" Aldrin\nAccording to the NASA Astronaut Neil Armstrong the Aliens have a base on\nthe Moon and told us in no uncertain terms to get off and stay off the\nMoon .\nAccording to hitherto un-confirmed reports, both Neil Armstrong and\nEdwin \"Buzz\" Aldri n saw UFOs shortly after that historic landing on the\nMoon in Apollo 11 on 21 July 1969. I remember hearing one of the\nastronauts refer to a \"light\" in or on a crater during the television\ntransmission, followed by a request from mission control for further\ninformation. Nothi ng more was heard."

The US Air Force (USAF) and the National Aeronautics\nand Space Administration (NASA) have had intermittent,\nindependent investigations ofthe possibility ofalien life on other\nplanets; however, none of these has produced factual evidence that\nlife exists on other planets, nor that UFO's are related to aliens.\nFrom I 947 to 1969, the Air Force investigated UFO's; then in 1977,\nNASA was asked to examine the possibility of resuming UFO\ninvestigations. After studying all ofthe facts available, it was\ndetermined that nothing would be gained by further investigation,\nsince there was an absence of tangible evidence.\nIn October 1992, NASA was directed by Congress to begin a\ndetailed search for artificial radio signals from other civilizations\nunder the NASA Towards Other Planetary Systems (TOPS)/High\nResolution Microwave Survey (HRMS) program (also known as the\nSearch for Extraterrestrial Intelligence project). Congress directed\nNASA to end this project in October 1993, citing pressures on the\nUS Federal budget. The HRMS did not detect any confirmed signal\nbefore it was stopped. However, similar work will continue in a\nmore limited manner through efforts ofprivate groups and through\nacademic institutions. The 194 7 to 1969 USAF\ninvestigations studied UFO's under Project Blue Book. The project,\nheadquartered at Wright-Patterson Air Force Base, Ohio, was\n1 of3\n06/16/ 1998 10:35 AM"
