FD-302a (Rev. 5-8-10) - t old agents t hat he had spent a considerabl e amount o f time at a facility looking up at t he night sky, and was fami l iar with how stars/ satellites / meteors l ook t o both t he naked eye and with NODs stated that the lights he observed and described were unlike anything he had seen before . - stated that the l ights he observed o n - did not behave like satellites, as satellites track linear across the sky, whereas these did not . - stated t he unidentified l ights moved a round and changed direction , and a l s o appeared to be as low as 6 feet off the gr ound . The low- e l evation lights described would have been backdropped by the mountains and be low the r e l ative hori zo n l ine I he observed was not a UAS that he familiar with . - noted no exhaust o r tail when these ob j ects moved, and they exhibited no a udibl e sound signature . - attempted to observed t he objects through t hermal optics, but was unsuccessful . noted no physi ological effects from the events . - stated that the observations did not induce a fear or agitation response - j ust cur iosity . conversed about thi s afterward, and given their backgrounds , f ound it strange that they did not fee l fear or threatened during their observations . - provided his contact inf o rmation and was open t o further contact from agents .
